Replace the resource hover menu with a regular context menu

There are many cases that the hover menu is just not behaving as expected.

It's hard to explain to the user what they need to do to make it show up and which icon to then click.

We need a simple right-click textual context menu.

Hi Yaniv,

that's an ask that's been around for quite some time,

I believe we already have a solution that wes created in a lab day, and we can add a configuration key that will switch the behavior to "simple menu" using right click context menu.
