We would like the ability to allow multiple users to edit a blueprint without making those users domain admins. The option to add multiple blueprint owners (similar to how there are multiple sandbox permitted users), or even a new "permitted editors" blueprint property is our request.

Just wanted to add another note to this one, as our users keep re-requesting this functionality.

I think the goal is one owner, with permitted users having different rights - editing or not.

Agreed, multiple editors (that are not domain or system admins) is the priority. They don't necessarily have to be classified as owners.
It would also be helpful to use the CloudShell Groups (not just individual users) to assign blueprint and sandbox permissions (own, edit, view).

The next release for CloudShell will be version 2022.1, currently planned general availability (GA) end of March. For this idea request, we implemented a new permitted editor feature for blueprints so others can collaborate on blueprint designs together - for private blueprints and shared ones in the catalog.

This has been confirmed as delivered in CloudShell version 2022.1
