Toggle off autoscroll behavior for sandbox console

by default, all new events received in sandbox will trigger autoscroll to bottom of console. For customers that want to review large amounts of console output this is very annoying. It can be nice to have button on the console window that disables the autoscroll behavior when they want to search the output, but then turn it back on to let the window continue auto scrolling.
