Sandbox api to trigger custom cloud provier commands

Could use the Cloudshell python api instead, but not ideal. Prefer to use the Sandbox API. If we use the Cloudshell python api, we'd need to open a session and call executeConnectedCommand

Goal is to use SandboxAPI with our groovy library calls (Jenkins calls) to make reservation and then call the Custom Cloud Provider command. This feature already exists for regular resource commands, but not for Cloud Prodiver Commands.
